The Sr. State Legislative Affairs Program Manager is a hybrid role, combining the role of advocate and program manager. The role includes both (1) representing and advocating the company's policy interests to state governments in certain assigned states and (2) managing several assigned projects and programs that support and serve the broader State Legislative Affairs team. The successful candidate will serve as the primary representative of T-Mobile Government Affairs to state governments, in both the legislative and executive branches, in a designated region of the country. This position is responsible for advocating on behalf of T-Mobile's policy interests. This position works with the National Director of State Legislative Affairs and other departments within T-Mobile to prioritize among various issues of importance and to ensure uniformity in the delivery of corporate policy positions. Day to day activities in this portion of the role include supervising state legislative activities; participation in legislative meetings and proceedings of all types; proactive communication with state policymakers to understand their concerns and to address relevant issues; supporting internal business clients in both policy development and interactions with state governments; managing contract lobbyists; and developing and implementing strategic plans and programs for political engagement and using third-party organizations. In the program management role, the candidate will work with the National Director of State Legislative Affairs to take on several important programs and projects that serve the entire State Legislative Affairs organization, with the goal of improving efficiency, consistency, and overall effectiveness of the team.

What you'll do in your role.

  • Supervise state legislative and executive activities that impact T-Mobile and the wireless industry.
  • Lead contract lobbyists in their role as direct, on-the-ground representatives of the company.
  • Cultivate relationships by meeting with and attending events with state policy makers.
  • Participate in legislative meetings and proceedings, including industry coalition meetings, legislative meetings, and public hearings.
  • Provide policy development support to internal business clients, by meeting with clients, identifying business challenges, developing policy solutions, and developing strategies to advocate for policy changes.
  • Provide public affairs support to T-Mobile for Government, Small Market Rural Areas, and other internal business organizations that need assistance with access to government officials, media support, outreach, and other public affairs support.
  • Develop and lead a political strategy, program, and budget in the assigned states.
  • Develop and handle a strategy, program, and budget for developing and maintaining the company's relationships with third-party organizations, such as chambers of commerce, industry associations, and other important third-party organizations, in the assigned states.
  • Lead and run specific programs and projects, including strategic planning and implementation, budgeting, financial management, business client engagement, reporting, collateral and message development, communications, legislative monitoring, third-party engagement, state political program, and compliance management.

The experience you'll bring.

Education

  • Bachelors Degree - Political Science, Public Policy, Public Administration, or the equivalent

Experience

  • 7-10 years - Experience in a combination of program or project management, state government or government advocacy.
  • 2-4 years - Experience leading outside consultants.
  • Experience managing internal business clients and the policy development process.
  • Experience in politics or public policy beyond government affairs.
  • Experience with issues relevant to the telecommunications industry.
  • Experience leading and running programs and projects, with a focus on improving efficiency and effectiveness.

Washington Pay Range : $131,300.00 - $177,600.00

The pay range above is the general base pay range for a successful candidate in the state listed. The successful candidate's actual pay will be based on various factors, such as work location, qualifications, and experience, so the actual starting pay may be above or below this range. At T-Mobile, employees in regular, non-temporary roles are eligible for an annual bonus or periodic sales incentive or bonus, based on their role. Most Corporate employees are eligible for a year-end bonus based on company and/or individual performance and which is set at a percentage of the employee's eligible earnings in the prior year. Certain positions in Customer Care are eligible for monthly bonuses based on individual and/or team performance, while Retail and Business Sales roles are eligible for monthly or quarterly sales incentives. And since we are ALL owners, EVERY employee at T-Mobile is eligible for an Annual Stock Grant.
